School Project: Ideal Government
It is common knowledge that there are no ideals in the
world as well as there are no ideal forms of government. However, democracy is
considered to be a superior form of government nowadays. I cannot disagree with
this point of view.
Theory and practice don’t often coincide. Moreover, brilliant
hypotheses seldom meet acknowledgement. Remember Sir Thomas More’s “Utopia”. Harmony
between humanity and society reigns on some island called Utopia the name of
which can be translated as the place that doesn’t exist. The metaphorical name of
the island underlines the idea that the principles of a perfect political
regime may find their reflection only on paper.
According to the political, economical and cultural
progress in some countries, we want to single out Germany as an object of our
project.
First of all, Germany is a federal parliamentary
republic. Its federal legislative power belongs to the Bundestag (we can
translate it as the parliament of Germany) and the Bundesrat (the
representative body of Germany's regional states). Likewise other European
countries, there is a multi-party system. However, the President plays a representative
and ceremonial role and is not a member of the government. The President is
elected every five years by the Federal Assembly. The Bundeskanzler, in another
way - the federal chancellor, heads the Bundesregierung, in other words, the
Federal government and thus the executive branch of the federal government. The
constitution emphasizes the protection of individual liberty and divides powers
both between the federal and state levels and between the legislative,
executive and judicial branches. The German Cabinet is the chief executive body
of the federal republic of Germany. The judicial system comprises three types
of courts. The Federal Constitutional Court is the highest court dealing with
constitutional matters.
Germany is a highly developed industrial country with
a strong social security system due to the ruling politics and its hard-working
population.
However, every nation needs its leader. It needs the
reflection of the whole country concentrated in one person who is able to rule
wisely and justly, to gain world-wild recognition, to meet the needs of his voters
etc. What qualities are necessary for an ideal undisputed leader? We may figure
out the following:
-
Outstanding intelligence and intuition.
-
Perfect human qualities: honesty, reliability,
empathy.
-
Remarkable communication skills.
-
Confidence and ambitiousness.
-
Commitment.
To conclude, democracy is a form of government in
which supreme power is vested in the people and exercised through
a system of representation involving elections. Like other political system it
needs a remarkable leader who is able to lead the country in the right
direction of political, social and cultural development.
